Sua instala\u00e7\u00e3o se deu em 15\/12\/95, com o objetivo de ser um instrumento de desenvolvimento regional e prote\u00e7\u00e3o ambiental da bacia, partindo do princ\u00edpio de gest\u00e3o tripartite integrada entre estado, munic\u00edpio e sociedade civil, somando esfor\u00e7os t\u00e9cnicos e pol\u00edticos no enfrentamento das problem\u00e1ticas regionais. O Comit\u00ea localiza-se na regi\u00e3o Noroeste do estado de S\u00e3o Paulo e abrange em seu territ\u00f3rio 66 munic\u00edpios que est\u00e3o posicionados sobre tr\u00eas importantes unidades de aqu\u00edferas subterr\u00e2neas: Serra Geral, Guarani e Bauru, sendo o \u00faltimo o que ocupa 90% de toda a \u00e1rea e \u00e9 tamb\u00e9m o mais explorado. A Secretaria Executiva do Comit\u00ea localiza-se em S\u00e3o Jos\u00e9 do Rio Preto. A Bacia apresenta problemas ambientais de degrada\u00e7\u00e3o dos recursos h\u00eddricos superficiais associados a uso e ocupa\u00e7\u00e3o inadequados do solo. H\u00e1 tamb\u00e9m pastagem para cria\u00e7\u00e3o de bovinos e culturas perenes (como laranja, caf\u00e9, banana, uva e seringueira). No setor secund\u00e1rio destacam-se os segmentos de ind\u00fastria e constru\u00e7\u00e3o civil. No setor terci\u00e1rio, atividades de com\u00e9rcio, servi\u00e7os e administra\u00e7\u00e3o p\u00fablica.<br \/><strong>Vegeta\u00e7\u00e3o remanescente<sup>5<\/sup><\/strong>: Apresenta 1.110 km\u00b2 de vegeta\u00e7\u00e3o natural remanescente que ocupa, aproximadamente, 7% de sua superf\u00edcie.
